I'm sorry, but I can't say much from that. However, I thought you were referring to a 5600x, 4.1ghz Z is acceptable for a 3600x all-core boost. A PBO might help push it higher, though everything seems okay right now.

You're not sure about the toaster model or how airflow is set. For a NZXT toaster oven, those settings are acceptable. To lower CPU temperatures, place the radiator at the front of the case for better ventilation.

Airflow looks fine, maybe try mounting the rad in the front, so it doesn't have to eat air that is already heated up by the gpu.
