I own an Intel Core i5 4590 featuring four cores and four threads. It’s clearly quite outdated and not suitable for modern gaming. Yet it experiences extreme performance drops across all games. During intense titles like Minecraft and Borderlands 2, the CPU usage surges to near 100%, even though these games are relatively light. Temperatures remain normal, and I keep background processes off. I also tested Malwarebytes, which returned no issues. This situation has become frustrating enough that my GTX 970, already aging, only runs at 70-80% in certain games. Some claim it’s due to the CPU itself, but there’s a video showing similar results with a worse GPU while achieving better performance and smoother gameplay.
So is there a question? I see youtube people playing with old stuff and getting better frames than me. Doesn't change the fact my hardware is crap and runs like it. A worse card would be more ideal.

I suggest just making the render distance look fancy, hiding the bubbles and clouds if it’s too much, unless you really need them.
I'm facing the same problem too—my 8600k running at 4.9ghz. Most games would boost CPU usage to near 100%. Minecraft, AC Odyssey, Sniper Ghost Warrior Contracts 2, etc. I started noticing after returning from vacation; my CPU temps were extremely high, reaching around 80°C. My Quiet 240 AIO was working perfectly for three years, but I hadn't cleaned it until now. Cleaning it down definitely lowered the temps, though usage remains elevated. I don’t have a clear fix, but I should check my cooling setup or consider remounting it. Once cleaned, temperatures returned to normal, but high CPU usage still occurs during overclocking. When I run at stock speeds, it feels sluggish, even though the numbers aren't that extreme. It seems an 8600k at 4.9ghz should handle Minecraft without too much trouble. Also, quick note: under regular use, Desktop Windows Manager might consume up to 30% of my CPU in Task Manager, which bothers me the most.
If something seems off, pay attention. When using the Task Manager, skip the first two sections—they show CPU Utilization, which differs from CPU Usage on Intel processors. The visual charts display CPU Utilization, not actual usage. Check the Details tab for accurate CPU activity. dwm.exe isn’t consuming much CPU when the computer is idle. For better game performance, aim to reach 99% utilization in the System idle process. Many users face issues by installing unnecessary programs that hog CPU resources. These apps often don’t need to run at all.
It's worth mentioning that my desktop window manager settings may be a bit more intensive than average. I have four connected monitors, including one operating at 240Hz. This could potentially impact performance if it affects your experience.
