It seems the CPU usage fluctuates between 60% and 100%, except when Task Manager is active, after which it stabilizes around 1% to 8%. This behavior might be due to background processes or system adjustments. Did this happen on your previous setup too?

Checked the most recent bios and chipset drivers. Verified if any malware scans were performed. Monitored temperature readings for consistency.

Temps seem fine, around 40 - 55 degrees. I haven't, but as I said, it's a brand new Windows install. Latest BIOS, haven't bothered with the chipset yet.
