It's happening over several days when I turn on my PC, and the performance remains steady—no noticeable slowdown.
You have a CPU with 12 threads, so if a task uses a single thread to it's max, that's just 8% utilization. There's probably a background task using about half a thread worth of resources. Do you have any software on in the background that runs at startup? Like VoiceMeeter or RGB software? Also, looking at the Processes tab sorted by CPU usage would be more enlightening to see what is using the CPU.
