I bought the system from Facebook Marketplace, cleared it and reinstalled Windows. I noticed something strange: the CPU stays at 100% in Task Manager even when other apps are running. The manager itself is using about 80% of the CPU. Even more unusual, HWmonitor shows both 3D Mark and Monitor reporting over 100% utilization (around 106-108%). This didn’t seem realistic. I also ran a stress test on another PC where CPU was at 100%, but it didn’t feel that way. I’ve tried booting in safe mode, adjusting power plans, and reinstalling Windows again. No changes helped—no overclocking, just XMP enabled for RAM. Any advice would be appreciated.

It's quite surprising to learn B550 doesn't support Ryzen 2000 series. Perhaps that's why I'll attempt an OS update and check the results. Right now it's running from the BIOS build released in March this year. I'll refresh it to observe any changes. From a benchmarking standpoint, I haven't encountered any problems so far. That was the part that felt strange to me. The performance in other application is slightly lower than average (I was kind of expecting that, didn't have the best CPU cooler so it was running a little hotter than ideal), but everything else seems to be around the normal/average mark (Ran 3D mark and Cinebench, both score are within normal deviation) And for utilization, only when cinebench was running did it actually feel like full utilization, where opening additional applications felt slower. And I will also try pulling out the battery first. See if that helps at all, but to be fair, everything seems to be running fine enough that I don't think I will bother with getting new stuff if it doesn't fix the issue.
I hadn't realized the B550 wasn't compatible with Ryzen 2000, but after installing the latest chipset driver from AMD, everything seemed normal. It looks like a reporting issue rather than a real problem. I plan to try booting with the battery connected to see if that resolves it.
