It seems the Windows 8.1 version in a single language isn't properly activated, despite being included with Windows 8 single language.

You need to purchase a key or obtain an installation media that aligns with the activation process in the BIOS. It’s generally simpler to buy a fresh key. Alternatively, you might consider the grey market as a possibility.
