My devices mouse and keyboard aren't functioning in Windows. They operate in BIOS and also work on Linux. I've attempted a fresh install of Windows 10, but once it reaches the main screen the keyboard and mouse stop working. I've also tried Windows 10 1909 and 2004 from a USB drive. Additionally, I've installed Windows over PXE and faced the same problem. My system is a Ryzen 3700x asrock x570 phantom 4 (BIOS version 2.60). I recently had it reflashed just to confirm the 16GB G-Skill RTX 2070 1TB NVMe (tested in both slots). I just tried connecting to the USB 2 header on the board and encountered the same issue.

Restart the PC right away. It helped after booting it, but in Windows 7 it didn’t work.
