Hello everyone. I'm facing a problem with my PC. It boots into Windows but fails to start the necessary programs. If I press CTRL+ALT+DELETE and open Task Manager, nothing loads. I can't launch any apps or shut it down. Only browsing folders works. Restarting after a few tries restores normal function. I've installed fresh Windows 10 and even Windows 11, downloaded all required drivers and software, and restarted the system. Still, issues arise repeatedly. My specs are: Ryzen 5 5600G, RX 6600 XT, 16GB DDR4, 500GB SSD, 500GB HDD, 650W PSU.

After further testing, I discovered the issue: I enabled MSI Afterburner at startup, but it displayed only 8MHz memory instead of the expected 2000MHz. Additionally, restarting the PC from Windows caused problems, whereas shutting it down and restarting it worked fine.

It appears MSI Afterburner is limiting memory performance, consider starting in Safe Mode.

Same issues occurred even without MSI Afterburner. I discovered that the PC starts normally when I use Task Manager, but it crashes if I force a restart after shutdown.
