Right...now I remember how "funny" is Ivy.
Enable turbo boost and disable the other things, will boot up without problems.
Yes, it is a ASUS GTX 760 Striker Platinum with an i5-4670k on a Z97 SOC Force (or ASUS or MSI mobo, do not remember..xD), both under liquid nitrogen.

Saint19:
I recall now how "funny" Ivy was.
Turn on turbo boost and turn off the other settings, and it should boot fine.
Yes, it's an ASUS GTX 760 Striker Platinum with an i5-4670k on a Z97 SOC Force (or ASUS or MSI motherboard, I don't remember... xD), all kept under liquid nitrogen.
The G3258 isn't Ivy, it's the HW5. I'm going to give it a try now and thank you!
And wow, that liquid nitrogen cooling setup is insane!!! So awesome!!!

Sorry, my error. It is Haswell who is correct; I was overcomplicating things and don't even know where I am now. :|

Apologies, my error. You're right about Haswell, I was overcomplicating things and lost track of where I am. :|
Okay! I've made some progress. The minimum CPU speed changed from 3.17 GHz to 3.19 GHz...
The PC boots with all C states turned off and Turbo Boost enabled!.. I set a multiplier of 37, so I should get around 3.7 GHz. The PC boots and when I open Task Manager or CPU-Z it still shows 3.19 GHz. Only after about 20 seconds does it jump back to 3.19 GHz. What could be the solution for this?
If you'd like, I can take some screenshots of my current BIOS settings.

Disable the CPU EIST function and inform me of the outcome.

Saint19 disabled the CPU EIST function and reported the outcomes.
I tried again and the results stayed the same.
Edit: ohh... the performance dropped significantly now...
I captured some screenshots during a AIDA 64 stress test.
In the task manager, it shows the CPU at 3,19 GHz but CPU-Z reports 1,7 GHz... :-(

Verify if your multiplier is configured at 32 or 37 in the BIOS. The correct frequency appears as 100 on the reference clock and 17 on the multiplier, which equals 1.7GHz according to CPU-Z.

Are you certain your multiplier is configured at 32 or 37 in the BIOS? I notice a frequency listed as correct according to CPU-Z. The reference clock is at 100 and the multiplier is 17, which equals 1.7GHz as shown by CPU-Z.

The "Intel Turbo Boost" is configured to Auto. Adjust it to 37 as well. Check the "Power management" tab in the main menu.

Check the "Power management" section in the main menu.
I tried it and noticed some progress there...
When I boot up, the first 20 seconds it runs at 3,70 GHz but then drops back to 3,19 GHz again.
Here is a screenshot of my power management tab.
