Enable turbo boost and disable the other things, will boot up without problems.
Yes, it is a ASUS GTX 760 Striker Platinum with an i5-4670k on a Z97 SOC Force (or ASUS or MSI mobo, do not remember..xD), both under liquid nitrogen.

The G3258 isn't Ivy, it's the HW5. I'm going to give it a try now and thank you!

Apologies, my error. You're right about Haswell, I was overcomplicating things and lost track of where I am. :|
Okay! I've made some progress. The minimum CPU speed changed from 3.17 GHz to 3.19 GHz...
The PC boots with all C states turned off and Turbo Boost enabled!.. I set a multiplier of 37, so I should get around 3.7 GHz. The PC boots and when I open Task Manager or CPU-Z it still shows 3.19 GHz. Only after about 20 seconds does it jump back to 3.19 GHz. What could be the solution for this?
If you'd like, I can take some screenshots of my current BIOS settings.
Saint19 disabled the CPU EIST function and reported the outcomes.
I tried again and the results stayed the same.
Edit: ohh... the performance dropped significantly now...
I captured some screenshots during a AIDA 64 stress test.
In the task manager, it shows the CPU at 3,19 GHz but CPU-Z reports 1,7 GHz... :-(
Verify if your multiplier is configured at 32 or 37 in the BIOS. The correct frequency appears as 100 on the reference clock and 17 on the multiplier, which equals 1.7GHz according to CPU-Z.
The "Intel Turbo Boost" is configured to Auto. Adjust it to 37 as well. Check the "Power management" tab in the main menu.

I tried it and noticed some progress there...
When I boot up, the first 20 seconds it runs at 3,70 GHz but then drops back to 3,19 GHz again.
