Check BIOS settings for PCI-E X16 GPU configuration, which is currently configured as GEN4. Change it to GEN3.

I thought the same thing earlier. When setting up Windows on a brand-new PC, it mentioned the system didn’t meet the requirements, but it did. So I ended up using Rufus for the installation.
