I spoke with PowerColor's RMA team today (a very polite person who helped me walk through everything). He said my original 5700xt started up correctly on his end without any problems. Even though they sent a replacement, I'm noticing signs of a motherboard or GPU connection issue. The rep suggested opening another RMA claim but before doing that, I'll test the board at a nearby Microcenter to see if it boots.

The problem centered around the riser cable included with the NZXT H1 case. It functions with some graphics cards but leads to occasional performance issues and restarts for others, sometimes preventing booting altogether. I tried the 6600XT, 5700XT, and 6700XT using the original cable. Only the 6600XT managed to boot, occasionally stuttering heavily. The 5700XT failed to start at all, while the 6700XT booted but displayed a reduced refresh rate of about 5-10 frames per second, allowing you to see the screen scroll from top to bottom. After further investigation, I discovered LINKUP conducts thorough testing of riser cables and is certified for Gen 4 PCIe, capable of supporting Gen 3 systems. Once installed, all three cards operated smoothly without any stutters or restarts.
