I completed my initial aggressive custom loop but struggled to reach 5ghz without exceeding 90°C during stress testing. My experience with CPU and memory overclocking is limited, so I kept the BIOS mostly unchanged. I experimented with offset adjustments and attempted lower voltage settings, but nothing worked. I know the 9900k can get hot, but not as much as it does under heavy load, especially with a custom loop. My system includes an i9 9900k CPU, Msi z390 Godlike motherboard, Corsair Dominator Platinum 32GB DDR4 at 3600MHz, an RTX 2080 Ti with HydroCopper 6, 6 Corsair LL120 fans, and a 360mm radiator (image quality is subpar).

The Rad might not suffice for a GPU and CPU. Consider obtaining another one.

The issue lies in your present setup, as it doesn't accommodate two RADIUS devices and your GPU is excessively powerful.

It seems like you've had some experience with limited space before. You mentioned running out of room in an Antec 900 case and then switching to a SilverStone Tj07, which worked well without any issues. However, it didn't match the style of your previous case.
