Problems when increasing overclocking for 1600x using Asus B350 (core speed decrease)
I have a 1600x and an Asus b350 Plus Prime motherboard. Attempting to optimize the processor. Everything appears correctly configured after the optimization. Once done, I boot into Windows 10 and the CPU shows a running frequency of 3.8 instead of the expected 3.6. However, in HWmonitor it displays each core at 2200 MHz rather than the correct 3800 MHz. I am using the high performance power plan. Restoring my BIOS to default makes HWmonitor show 3600 MHz even though I use the motherboard's built-in OC Tweaker, which usually handles everything properly.
I'm on the latest BIOS. Is there a safety feature that limits the processor speed? This board is popular but I haven't found a solution yet. I have the Ryzen Master Application installed but haven't adjusted it since installing other software, except opening it.

I'm struggling to understand what might be wrong because there seem to be only two CPU OC settings. Also, even if it matters, I can overclock my RAM without issues. Thanks for any assistance!
I thought it might be wrong, but upon checking at home, the only power-saving setting was disabled. Is there anything unusual going on?
I believe this might be a faulty board or an outdated BIOS. It's a big disappointment since I put together the computer and likely can't return it. Even the ASUS pre-built OC version doesn't resolve the issue, as the system remains at 2200 according to hwmonitor and the master Ryzen software. I watched a full 60-minute YouTube video from Asus about OC for this board, and everything checks out perfectly. I also have an EVGA 600W PSU, so everything should be fine. Perhaps it's better to switch to MSI instead.
