I'm not sure what you're asking, but it sounds like you're comparing your gaming setup to someone else's. Both of you have similar components, but your system runs better due to higher clock speeds and more RAM. That usually makes a difference even with the same specs.

I've had problems with "cleaning" Fallout 4's .ini files (which frustrates the fuck out of me) to get rid of the random stuttering (by stutter, I mean sometimes it just hangs for like 3-5 seconds then it'd be fine again then within every 1-15 minutes, it'd hang up again for that long... randomly. I forgot how I fixed it because I sure as hell don't want to touch it again) while my friends who have 970s and 980 Ti's never had a problem with it. Seriously, if its user error, I'd be fine, but goddamnit! Whats with games nowadays even having that kind of messed up quality control where even individual users can have problems while the next guy can have none of it? Like, shit. Whoever had the smartass idea to let consoles have patches should have his/her genitals burned to a crisp and their nails pulled out. Why? Ever since consoles became patchable, it sure as hell made publishers and/or developers lazier or rushed to finish essentially ridiculously hard tasks like finish a game with a short-ass time. They be like "we'll just patch it" and shit kind of attitude.
Bethesda enthusiasts might dislike what I say, but the real developers at Bethesda are actually talented. Their art teams are brilliant, though their programming staff isn't quite as sharp.
Some developers really shine in their work. I haven’t faced any issues with the latest Metal Gear or Witcher titles. BF4 and Dying Light perform well on my system, even though they had problems when they first launched. GTA 5 has been available for nearly a year, but it remains unplayable on my PC.

None of these worked. Eventually, I found a forum post where others reported the same problem. They adjusted their "Maximum processor state" in Windows power settings to 98%-95% and it resolved it. I tried the same and it's now working perfectly. I don’t know what caused it, but my CPU temperatures remain around 60-70°C during play.
