You're experiencing high temperatures with your Ryzen 7 5800X3D despite replacing the cooler. After that, you considered undervolting but missed some BIOS settings on the Aorus B450 Elite. The guide you followed might not have covered all the necessary options. Check the full BIOS menu for additional voltage controls to help manage heat.

The temperature ranges from low idle to high performance, with gaming or active tasks reaching higher levels. Extremely hot conditions are marked by significant heat buildup. When temperatures rise, the system responds by adjusting its clock speed. If the CPU isn't reducing its frequency, the device should operate normally.

You removed the plastic backing from the bottom of the cold plate on the cooler, and there was thermal paste present. It seems like you might have used a duff pump, though it's difficult to confirm without more details.

It looks like you might have missed removing the plastic part again. Appreciate you bringing it up—it seems to have fixed the issue.
