my power line guide is connected to everything from a random AP to my phone, and it works with any device. on my Xbox it connects to Wi-Fi through that AP, but it doesn’t work with a wired connection—it only functions over the internet provided by my ISP.

It depends on how the powerline device functions. Did you connect your phone via a wired AP, or is the powerline device acting as an AP itself?

To test this, I connected an AP, then unplugged the AP and used my laptop plugged into my Xbox—still nothing worked.
