Hey everyone... I'm super new to software and coding, just started in early 2018. I'm having trouble starting Windows because Windows Defender is messed up. I'm not sure if a fresh install is the best option—especially since I don’t want to lose my files or re-download everything like passwords and settings. What should I do?

Confirming the system isn't experiencing a problem. Execute the following command in an administrator command prompt: DISM /Online /CleanUp-Image /RestoreHealth

I’ll attempt that. What is the purpose of that command? I want to make sure I don’t lose any data, and I’m worried about doing it if I restore from an image.
