Uncertain if anyone knows what's behind this, but it seems only windowed borderless titles are affected. Each time I close it, it feels like Alt+Tab is active, then resumes. I've reinstalled graphics drivers using a clean install. I closed many processes in Task Manager and considered Steam Overlay as a possible cause, but the issue persists across all games, including windowed borderless ones where it briefly shows the desktop before returning. I also tried pressing Windows+Ctrl+Shift+B, but the game still locks my mouse in the center until I exit Task Manager. It appears something is preventing borderless games from being recognized as games. Game mode optimization is enabled too. Eventually, after a few minutes, the game starts to crash and traps me in the middle of the screen until I terminate it.

Consider removing mouse drivers as well. Verify your mouse settings and try booting in safe mode—does the issue persist?

Great idea! I'll give it a shot after work. Didn't realize it might be unusual with the mouse.

There seems to be a persistent problem in Safemode despite the changes. I switched the mouse and cleared all mouse driver settings via Device Manager, but the issue persists. The system has an RTX 4080, 7950x3d display, 64 GB DDR5 RAM, and 8 TB storage.

I set up a fresh user profile, but the problem persists. It might be worth creating a new profile instead of resetting the factory. I’m unsure what triggered this issue and plan to disable the MultiPlane Overlay MPO once I have time.

I ended up setting up a fresh user account and switching to it. Uncertain about the reason, but everything seems fine now.
