You're facing a common issue when mixing hardware from different systems. Since the old HP hard drive is from another machine, it might not be compatible with your Dell setup or Windows 7. Check if the drive supports the same interface (SATA vs. IDE) and consider using a USB adapter or a different drive type. The lack of a hard drive in your Dell setup means you'll need to install the old drive manually, but compatibility could still be a problem.

You're attempting to start Windows 7 on a specific device, but it's still running Windows 7. This could be due to a corrupted installation, outdated drivers, or a system that hasn't been properly updated.

I’m running Windows 7 on this Dell OptiPlex i3-3220 with 8GB RAM. The hard drive was removed before Windows 10 arrived, and I don’t have a Windows 10 installation anywhere.

You can obtain Windows 10 at no cost, so consider using it instead. Generally, when transferring an HDD between devices, especially with older systems like Win7, a fresh installation is recommended.

It might have drivers for the motherboard or other components that don't work well with the system's hardware. This is when you need to reinstall. You can often use a Windows 7 key to unlock Windows 10, and the bootable disc for W10 is usually available for free.

It remains functional in 2020; you can activate Windows 10 using a Windows 7/8.1 product key. Microsoft did not completely shut down the free upgrade process once it concluded.
