I’ve been looking for solutions everywhere online but haven’t found anything concrete… I came across a video that matches my issue, where GPU and CPU times jump between 20-30 ms on both, and FPS drops from 5 to 70. It’s not the best one, but it’s the only one with a similar problem on YouTube. I checked common settings like frame limits and graphics options in the NVIDIA control panel, but it seems unlikely to be the cause. Also, I’m not sure about RAM since the game worked before the update. This video seems to be the closest match to what I’m experiencing.

Sure, just to confirm—other games are working. I think you've attempted to reinstall the game or run a DDU driver wipe and reinstall again?

Yes, I attempted to reinstall it and the drivers also tried to run the GPU drivers again as mentioned. I also downloaded the game on Steam using a different launcher.

I also looked through the YouTube comments and he mentioned that he resolved the issue since his GPU's PCIe wasn't running at x16. He didn't explain what that means, and he didn't go into details about how he fixed it. That's all he provided.
