I was exhausted in safe mode but the issue remained, even when I tried safe boot. I got an error message during startup, though I can't recall what it said. It didn’t mention hardware problems, so I don’t remember that detail.

Run an SFC/scannow command in administrator mode using the command prompt. If the prompt doesn't open, access it by launching the .exe file from the system folder.
