He younger sibling has a steering wheel for his Nintendo Switch (Hori Mario Kart Racing Wheel PRO Mini Manual). It was malfunctioning, so I connected it to my PC for testing. During tests in racing games, the acceleration worked even when using it. Then I used a controller tester which kept showing 94% regardless of position. Anyone have suggestions?

There are some contaminants affecting this situation, possibly due to excessive use of the steering wheel. Cleaning the wheels might resolve the problem. If cleaning doesn't work, consider replacing them entirely or the steering wheel.

If you don’t have funds to replace it, it seems like you might be stuck without a steering wheel. Unless you’re handy enough to repair it yourself.
