I discovered this solution might suit you:

1. Save the old driver from the provided link and launch the installer, then close it once all files are unpacked to C:\AMD.
2. Launch Device Manager.
3. Navigate to Display adapters and right-click the adapter in use (likely hd4600), choose Update Driver Software.
4. Select the second option: Browse my computer for driver software.
5. Choose the next menu and click Disk... under the listed devices.
6. In the pop-up, click Browse and go to the specified path: C:\AMD\Support\13-9-legacy_vista_win7_64_dd_ccc\Packages\Drivers\Display\W76A_INF.
7. Pick the .inf file (for example CH158498.inf) and open it.
8. From the list, choose your hardware model—there were duplicates so I selected the first—and click Next.
9. The driver will install, possibly with some screen flickers.
10. Finally, restart the AMD legacy driver installer to complete the setup for the Catalyst Control Center.
