I don’t understand why the Game is skipping frames. V Sync is set to 60Hz/1080P TV. All temperatures are normal. VRAM usage matched Task Master at 4 GHZ. No background programs running.
The GPU isn’t being used fully. Might the CPU be too weak?
This is using the highest Settings + Render Resolution at 2.0 (presumably 4k). I noticed that lowering the render resolution to 1.0 seems to fix the problem. But I’m not sure why.
Everything works on a clean, freshly installed system with the latest drivers.
PC:
MSI RTX 4060 Ventus
Ryzen 5 7600
Ram 2X16GB 5200mhz
MSI B650 Gaming Plus (latest BIOS)
Corsair RM750 750 Watt Gold
Windows 11
Samsung Evo 860 SSD (100 GB free space)

Please specify the BIOS version for this conversation. After confirming the BIOS update, did you reset the CMOS?
This is regarding a freshly installed system with the newest drivers.
Did you install the operating system in offline mode? If not, use DDU to eliminate all GPU drivers, then reinstall the latest GPU driver via an elevated command—right-click the installer and select Run as Administrator.
