My latest setup isn't shutting down properly. When I attempt to power it off via BIOS or a bootable Linux USB, the fans continue spinning and it restarts immediately. To stop it, I have to turn off the power supply unit or press the power button on the case (or just tap it during BIOS). I haven't installed Windows yet. What should I do?

My mobile device is an Asrock B650M PRO RS. When sharing a troubleshooting thread, it's important to provide detailed system specifications. Please format your build information as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU (if you're recycling it from an older build or using it) along with its make and model. Also, mention the BIOS version for your motherboard at this time.
When I attempt to shut it down from BIOS, can you explain what happens? If you're in BIOS, the only options are to adjust settings, update the BIOS, and save/exit. After that, you'll likely see a blank or black screen if no operating system is installed. The only way to stop it is by pressing and holding the power button on the chassis.

It seems the Save/Discard Changes and Exit command isn't designed to disable my PC. The issue persists even on Linux.

No, and if you don't have an operating system installed it might go back to BIOS or just the insert drive and press a key message. I'm not very familiar with Linux, so I can't offer any advice on that.
