Also when removing games you can't simply delete them from Steam. Doing so will erase some files—especially settings—which might cause issues. To remove game files, open File Explorer, go to the Steam folder, select Steamapps, then Team Fortress 2, right-click and choose Delete. I faced a similar issue with GTA 4 and it resolved after following those steps. If you need more details, just let me know—I'm available on Skype or this thread.

Save the current hud text and use it when creating a new config file after reinstalling the game. If needed, clear the existing config and test the game again. After that, you can update the new config with the Hud settings.

I check the game cache and consistently see 1 or 2 missing files. After re-downloading, I still experience stuttering. Once I close the game, those files disappear again. Yes, I made a backup.
