I just set up Ubuntu 18.10 on my Dell XPS 13 after using it briefly, then turned it off. Now it doesn’t start at all! Whenever I try to open it, the cursor spins and stops. Can you assist me?

Have you refreshed all settings? Yes, restart by pressing CTRL+ALT+F3, enter your login details, and install xterm with "sudo apt install xterm". Then launch xterm again. From there, run the gnome terminal; if it fails to start, you may encounter the problem.

It seems to be the same problem again. Just go through the instructions in the link to reset the locale.
