I just assembled a PC with an RX580 i5-8400 H310m-A R2.0. It won’t boot, the motherboard lights are on, and the GPU shows a blue LED. RAM is RGB but doesn’t light up. I’ve re-seated it and reinstalled the CPU from eBay. The CPU doesn’t display any writing, and the power connector feels loose—part of it comes out easily. My keyboard also flickers when errors occur. How can I tell if the CPU is the problem? All other components are new. Any advice?
Can you still make a complaint to eBay or Paypal using the Buyer protection ? Just make sure you don't let the issue drag past the deadline. Buying a CPU without markings on it is pretty risky to begin with. There are so many variants of every CPU that writings are essentials to correctly identify the CPU outside a computer. Not counting that the fabrication date and serial number are parts of those writings. There is a chance that your CPU isn't compatible with the BIOS of your motherboard but the i5-8400 should be compatible with even the first BIOS shipped with this motherboard. The best test to make sure the CPU is good is to install it in a known working computer compatible with that CPU. If you don't have one handy, you can probably find one in most repair shops. Once again, beware of dodgy eBay deals. You should also contact the seller to let him know you have issues with the CPU and ask if he can help you. You never know. Good luck !
It was beneath the thermal paste, I assumed I cleaned it off, but there was just a small layer left.

I recently used this board, and everything seems to function—USB, fan, and LEDs are working. However, I'm uncertain if it's completely dead. I installed an i5 9500, but it still doesn't work.
