I purchased a Gigabyte GA-B85M-D3H from eBay. I installed an Intel i5 4690K and 16GB KVR16N11/8 DDR3 from Kingston. When I power on the PC, the fans begin spinning and then halt abruptly after a short time. This continues until I shut down the system. There are no beeps from the motherboard and no video output. Everything functioned properly with the board I previously used (except for the GPU, which is why I switched the motherboard). The power supply unit is an LCP6550 v2.2.

Have you attempted to reset the CMOS? It's usually the initial action when troubleshooting a no-post issue.

However, placing the jumper on clear_cmos still prevents the PC from starting completely, not just during boot.
