I took apart the mouse and cleaned its interior, but since I didn’t have canned air, I spent a lot of time removing dirt and pet hair using tweezers.

The problem appeared to be mostly resolved, if not fully fixed, after a restart—especially during the most common usage moments. Eventually, I changed the port from a USB hub to the motherboard’s USB port on the back of the PC, removed the USB root hub (USB 3.0) devices and HID-compliant mouse items in Device Manager, then opened and cleaned it up.
I’ll let you know tomorrow if the issue reappears.
