Verify that the I/O plate does not contain a "tension" bracket inside any of the USB ports on the rear panel. The tiny metal piece that resists the motherboard is not typical and may accidentally enter USB or HDMI ports, which could cause this issue.

This is really disappointing.
If I simply move my Corsair LED backlit keyboard around among the various USB ports, I notice that the LEDs appear much weaker than when it's plugged into the reliable USB connections (there are 2 functioning ports out of the 8 on the motherboard).

The tool I'm mainly using for testing is a Razer Kiyo webcam. I confirmed it operates via USB2.0. Surprisingly, when I connect it to any of the USB 2.0 ports on the motherboard without additional settings, Device Manager lists it as working correctly and places it under Cameras. If I activate the camera through other actions like MS Teams or Razer Synapse, Windows immediately removes it, Synapse stops detecting it, and the device manager tree updates. The same happens with an external HDD.
