Hi, your new HP Envy desktop from Best Buy came with Windows 11 already set up. You tried formatting the NVME drive and installing both Windows 11 tiny and Windows 10, but both versions still don’t detect any drives. You were given an option to load drivers from installation media. The main SSD is present, but you’re using a USB drive for the ISO file. You also experimented with a blank HDD and transferred the drive to the new machine. After moving it again, you faced an error saying the drive was inaccessible, causing Windows to restart automatically. Eventually, it just restarts the system. You also tried contacting HP support, visiting their website, but couldn’t get help. Performance seemed better on Windows 10, so you’re considering avoiding the stock Windows 11 version.

Open the BIOS settings and verify your boot options. It may be necessary to switch to “Legacy and UEFI.”

I align with @emosun. I might be able to give a precise answer, but I lack the necessary details about your computer. For now, I’ll have to rely on a reasonable assumption: refer to the HP instructions on adding Intel RST drivers during Windows setup (scroll down to the image link).
