Open "C:\Windows\SoftwareDistribution\Download" and remove all files there.
Next, execute the command prompt with admin privileges and input "wuauclt.exe /updatenow".
Then navigate to Control Panel, select Windows Update, and your Windows 10 will begin downloading again from the beginning.

Run a sfc /scannow as an administrator to check for corrupt files. Some issues were detected on my system, which it couldn't resolve by itself. This might explain the problems you're facing. At this stage, I'm proceeding with a clean installation.

I noticed it after reviewing it multiple times again. It’s really Stevie Wonder’s blind eyes. This helped someone I know. Open the device manager and check for hidden devices. He had a few unknown storage drives. If you have any, remove them. I think he faced the same issue you are dealing with.
