However, when I launch Windows it uses 8-10GB by default. Now I have 14GB of my 32GB available. (Apologies if I misinterpreted)

My computer doesn't require the full 18GB just yet. For example, if I launch a game, the remaining space could increase to 18GB. Your operating system clearly consumes some of your 12GB storage.

Which GPU is being used? If it's built into the system, memory is set aside for it. For a separate GPU, switch off onboard graphics in the BIOS.

Sure, that's a tricky issue. It seems turning off integrated graphics causes a crash in your BIOS.
