I began playing GTA V on the Rage MP client a while ago. The issue arose when driving at high speeds with a car. My CPU was at full capacity, while the GPU was barely using 5% or 10%. The interesting part is that fixing it by enabling scaling mode and setting it to 5/2 restored normal performance—GPU back to 100%, CPU around 75%. This suggests the problem was specific to the Rage client. My setup includes an i5 6600K (3.5GHz quad), an RX 580, 16GB RAM, a Hyper X SSD, and a Samsung Evo 850.
