Long story short, I just got a new GPU (RX 6700 XT) and ever since I put it in my PC, there's a problem. When I open a video game, even on the loading screen, a very loud buzzing sound starts and the screen starts to flicker on and off very fast. It wasn't happening when I first got it, but started a few hours later. It sounds a lot like "GPU coil whine."
I tried to attach a video that might capture the sound. It stops the second I Alt+F4 the game.
Turn up your volume - you can hear it at the beginning. The sound you hear when I pan over to the monitor is not my PC (its a fan in the other room)

I know coil whine is somewhat normal but this is VERY loud - I have some HyperX Cloud II Wireless headphones with decent noise cancellation and I can EASILY hear that annoying sound - and I can see the flicker on the screen.
I can't return or RMA the GPU, it was a gift.
Please help me, this is really annoying!
****EDIT: Just tried playing on integrated graphics, same problem. Maybe a PSU problem?

the production details for this model are also available. examining the side of the case would have aided in reducing interference as well.

Intel i5-12600K paired with Gigabyte B660M DS3H AX DDR4 memory, Corsair Vengeance 32GB RAM, PowerColor Radeon RX 6700 XT graphics card, and a 650W Cooler Master MWE Gold power supply. I’ve been listening more closely—I think the GPU might be the issue. Is it broken? I could replace it if needed.

Did you mean I always keep my side panel on? If so, I can still hear it clearly with the panel up, but my phone mic isn't picking it up.

You can minimize coil whine by lowering the card's voltage or limiting the refresh rate below your monitor's maximum. I'm trying to determine which factor is responsible, but if it's the GPU, don't worry.

To eliminate the noise you can disable the GPU and rely on onboard graphics. If no noise remains, then it is your GPU.

What method should I use to undervolt these devices? Msi afterburner, amd adrenalin, or another approach?

Afterburner is available. Try a small amount to check if it reduces the whine. The whine itself isn't dangerous, though it can be bothersome.
