Hi,
PC Specifications
Mobo: Gigabyte B360 Aorus Gaming 3 WiFi
CPU: i5-8400
GPU: RX 470 G1 Gaming
RAM: corsair vengeance pro ddr4 rgb 2*8 (2666mhz)
PSU: was a
Cougar VTE X2 650w
It functioned properly until it began to loop during boot.
The PSU voltages seem acceptable, so what’s the issue?
I replaced it with another older PSU, a Zalman ZM700-TX 700w, and the loop stopped, though the lights remained on after shutdown. Would enabling Erp from BIOS resolve the Cougar PSU concern?

Only the brand new, high-quality PSU fixes the Cougar PSU problem.
What you have is a low-quality PSU, of questionable quality.
For a second opinion on your PSU, check the PSU Tier list:

It will be listed as Tier C-.
For a new PSU, recommend options from Tier A such as Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
Tier A- is acceptable, while Tier A+ is preferred.
This PSU doesn’t improve upon your Cougar unit, but it isn’t worse either—just another low-quality model, barely acceptable. Tier C-.
This might be caused by OS power settings or a BIOS configuration that was activated.

Wattage is sufficient even with a dedicated GPU. However, for the best performance with a dedicated GPU, you should consider an RTX 5060 or RX 9060. For more powerful GPUs, a higher wattage unit is necessary. Keep this in mind.
