Your fans increase loudly during startup for 2 to 4 seconds, then return to normal. Your computer also stopped working for about 30 seconds before displaying a black screen for roughly ten seconds and booting into BIOS. I don’t have any computer experience, so this could indicate a problem. The file you mentioned (IMG_3090.MOV) doesn’t seem related to the issue.

Startup typically looks normal for fans, but PCs often freeze, causing a black screen before entering BIOS. This usually happens on Windows systems and results in a shutdown.

I haven't seen my fans reacting that strongly before. My computer screen stopped working entirely, I couldn't access anything, and even moving the mouse didn't help. Instead, I got a black screen, and I don't recall much else happening.

enter the pc now. it might not boot normally when fans run high, which could indicate a hardware problem. check if CPU or GPU temperatures rise excessively. use monitoring tools like coretemp+cpuz to track temps. if they stay within safe limits, the issue may be software-related.
