My issue concerns the argb lights on the case and cooler fans. All fans are connected via the motherboard argb header, and the effect of the fan lights is controlled by Asus Armoury crate software. Initially, all argb fans operated normally when I powered on the PC. However, after 10 or 15 seconds, the argb fans would stop completely for about 3 to 5 seconds. After that, the lights would turn back on and everything functioned properly again. This behavior seems normal for argb lighting.

Just sounds like some sort of software loading procedure and when the software's ready everything's fine. Most systems and argb devices start out with the default fabled rainbow pattern and when the software loads your personal setup pattern there's a momentary reset change and then its fine.
