I have three Outlook email accounts. One is functioning properly while the others are not allowing email receipt on Windows PC, iPad, or web browser. I can send emails without issues. Any recommendations?

What error notifications occur when emails fail to arrive? Are they displayed on your device or sent back to the recipient? Classic Outlook or New Outlook?

I receive no error notifications. I'm using Classic Outlook. It also doesn't function via the web or on my iPad.

When searching for a suitable setting, consider an environment that permits third-party applications.
For example:
https://www.xfinity.com/support/art...ce...2148076df7
You might need to conduct some extra research to narrow down details about your email setup and devices.
The issues may vary depending on direction.
I observed you mentioned using an iPad. We currently have an older model that has caused problems with sending and/or receiving emails. This may or may not apply to your situation.
Spend a few minutes testing and creating a table comparing the devices involved in email checks across platforms.
Observe what works and what doesn’t concerning both sending and receiving.
Verify the email servers used for sending and receiving, including protocols and ports.
Search for any error messages or codes related to failures in sending or getting emails.
If you’re a Comcast/Xfinity customer, confirm that all relevant email addresses are still active. Last year Comcast removed many unused addresses and no longer sends its own .net emails.

check if the spam filter is active
can you test by sending an email to the two addresses that aren’t receiving messages? this will help determine if they’re being blocked.
