Compare your router's IP with the one from an online checker to determine if you're using a carrier-grade NAT.

Likely the Windows Firewall is involved. If you're using DMZ, you probably don't need additional port forwarding rules—any unassigned inbound traffic will be routed to your PC, but you should only forward the VPN service and connect through that to the rest of your network. Sharing RPC (TCP 135) is not advisable.
