I relocated to W11 and installed a separate version of Visio Professional 2021
Saving and opening new files works without issues
Opening older Visio documents now triggers this warning:

After reviewing Microsoft Support, I followed their guidance to permit opening and saving files from 2003 to 2010. This setting is active.

Despite these changes, the error persists.
Can you assist me? I have many documents I need to access.

The bottom of your previous screenshot displays "Do not open the selected file types" with a grayed-out selection. Are you currently logged in as an Administrator?

I am logged in as Administrator, the settings are displayed under account.
I just tried restoring defaults and the same items are grayed out.
Unclear why the error image doesn't appear in OP – it shows when I click the link, but turns black when I save. The other picture on FLIKR seems to work – likely a FLIKR issue.

This appears to be a suitable label for the file.

It's not uncommon to encounter mislabeled or misleading titles along with end-user options.
