I recently installed a new core system, relocating the graphics card and storage drives.
New components included:
7800X3D
Gigabyte Aurous Elite B650 (Rev 1.2)
Two 16GB DDR5 6000mhz CL30 RAM sticks from Corsair
Additional parts:
MSI Ventus RTX 4070 Ti
980 Pro 2TB main drive
Two Samsung SATA SSDs for additional space
1000W power supply unit
Old components:
i9 9900K
32GB DDR4 memory
The problem is that after completely turning off the computer, it fails to boot on the first attempt. I usually fix this by either A) restarting and turning it back on or B) removing one of the two DIMMs or the boot drive, then entering BIOS and rebooting, or shutting down before trying again. It seems the motherboard is stuck in the boot process and needs its memory refreshed.
I’ve tried booting just one DIMM, but sometimes it still doesn’t work. EXPO is currently disabled (it appears to reset intermittently during this odd behavior).
When the system is running, everything works perfectly. It runs at 1,800 ST in CB R23 and 18,000 in multi-core performance. Games launch much faster with no stuttering or other issues.
I’ve also updated the BIOS to the latest version (FA2a). The problems existed before this update.
I’m due for a clean Windows installation next; this could be the reason if Windows doesn’t boot but the system does, though the motherboard sometimes fails to start without a boot drive.
If that doesn’t work, I might return the motherboard and purchase a different one (perhaps the MSI Tomahawk).
This thread has similar issues but no solutions found. Another Gigabyte board is under consideration:

I’ve experienced this issue for about a month since installation. Under certain conditions, the PC would fail to boot completely.

Hey there,
Did you clear the CMOS after updating the BIOS? If not, you should do it.

Removing SSD (so just boot to BIOS without windows).
Enabling Memory Restore in the BIOS

Often when I boot the Bios will have fully reset.
It seems like a mother board or memory compatibility thing.
Any other ideas?
