Could you assist me in solving the issue with my PC? It won’t power on after shutting down—fans spin briefly before stopping. But after more than an hour unplugged, it turns on. Restarting the PC causes it to shut down again.
I’ve tried a different PSU, re-seated the RAM, and replaced the CMOS battery, yet the problem persists.
Additionally, removing the CPU 4+4 pin makes fans spin nonstop, while plugging it back in restarts the issue.
PS: I recently installed a new PSU because the old one failed.

Did you only use the cables that came with the new PSU? Please confirm all connections are secure and properly seated.
Consider the possibility that a thermal shutdown might be the cause. What type of thermal paste was used, and how was it applied?
Are there any beep codes or error lights? Run a diagnostic on the motherboard.

I've already completed all these steps, but nothing changed. I used the thermal paste with the standard dot technique in the middle, just enough—not too much, not too little. Still, the issue remains. I'm unsure if my motherboard is malfunctioning or if the CPU is the problem. Every time I power it on, the fan runs for a short time and then stops. I can't restart it unless I disconnect and reconnect the power cable. Even then, it behaves the same way—spins briefly before shutting down. But after more than an hour off, it will boot again, though it won’t turn on once I power it back up.
I believe this is the important detail:

Is the power supply connected directly to a wall outlet, or are there power strips, surge protectors, or a UPS in between?

Yes, but after I shut it down it won't boot again. I have to unplug it and wait a couple of hours before replugging and it will boot up. I used to have an AVR, but now I connect it directly to the wall. For my shutdown process, I press Alt + F4 on my keyboard and choose "Shutdown." I once tried shutting it down from the panel, but the same issue occurred. (Sorry for my English)

I remembered something from your previous message.
Alt + F4 closes an application or an open window.
If you press Alt + F4 to turn off the computer, it means Windows is still running and won’t shut down properly.
This can cause file corruption and other issues.
Instead of pressing Alt + F4, right-click the Windows icon, which is usually in the lower left corner of the screen.
Choose "Shut down or sign out" and then select "Shut down."
