okay so i am noticing that whenever i am doing something on the internet and then i start a download in the background whether from telegram or from another website the os totally gives all my internet bandwidth for the download rather than diving it between the different things as for their need. For this behaviour the work that i am working currently becomes choppy until the download completes. So is there any setting or a way to make so that the pc doesn't take the whole bandwidth to the downloading task.

It can't distinguish between an interactive task and a "normal" download so the bandwidth is divided equally. If that's not fast enough you'll get choppy video. You can limit the download speed if you use tools like wget but there's no way to just limit all "background" downloads automatically without impacting video.

I also handle any kind of work I’m doing through interaction, and it simply channels all the bandwidth to the downloading process, regardless of what’s happening in the background.
