Bootloader could actually be on your HDD instead.
Configure Windows Boot Manager for HDD to appear first in the boot sequence.
Disable Secure Boot in the BIOS settings.
If this doesn't resolve the issue, boot from the Windows installation media into the command prompt (press Shift+F10), run the commands listed, and share the screenshot.

Over the last two years, my bootloader has consistently been using my 120GB M.2 storage. The BIOS recognizes "TCSUNBOW 120GB" as the Windows Boot Manager partition in the boot order. I'm puzzled about why DiskPart shows one of my 3TB HDDs as drive C despite that.
You have two 3TB HDDs, not a single 6TB one. I should also display the command outputs for list disk, select disk 2, list partition, and if applicable, list partition for disk 3.
Windows installation environment drives are given letter assignments at random. This is typical.
I possess five storage devices: two HDDs and three M.2 drives.

I've completed all these steps and it still starts in BIOS. I can display the BIOS home screen and adjust settings one by one if that would assist.
