He recently assembled a fresh PC with all modern parts except the SSD from his previous setup. He swapped in an RTX 4070 instead of the 3060 Ti. The GPU is operating near full capacity at about 50% while just running the wallpaper app, using roughly 30 watts when idle. However, during gameplay like Apex Legends, it jumps to maximum usage and delivers only around 20 FPS, even with the upgraded card. All Nvidia drivers are updated and the Liyan Li Sp750 is a compact mini PC build.

I just saw that you can upgrade drivers from Nvidia's site for your RTX 4070, and he's starting that now. His system details are: Intel Core i5 13600K processor, ASRock B760M motherboard, 32GB RAM at 3200MHz, but the exact RAM brand isn't clear. He doesn't have a fresh Windows install.
Consider testing Cinebench R23 on your system. A 13600K typically achieves around 24000 points. Intel Undervolt Protection is usually active by default on many B760 chipsets.
