Have you verified the temperatures on both the GPU and CPU? Since this build is from someone with more experience, it might be time to rebalance the CPU or GPU. EDIT: I noticed these parts are mobile, so we're discussing a laptop. Is it connected and using the performance mode? Are the fans still active and are temperatures normal?

The laptop shows no thermal issues. Both the CPU and GPU operate below 70°C, and it runs in performance mode (connected to an adapter, of course).

Did you unknowingly use a Logitech device? I remember there was a problem where the Logitech driver clashed with the game. Even back when I played the game initially, I had a high-end setup but also a Logitech mouse or keyboard, and the frame rate would crash to single digits.
