it seems obvious at first glance... a logical choice to keep things simple across different colors. I imagine the untwisted pair is the standard for preventing interference and cross-talk. Probably the early phone engineers did this because they understood how to reduce noise, but they didn’t know about Cat5e or Ethernet standards.
It also meant I ended up reworking the entire issue in the office. Since the state hired contractors, they didn’t seem to prioritize the task.
