The longest time you've allowed them to run with the DRAM light on is not specified. You mentioned it could take nearly five minutes for a first boot, especially with the older Ryzen models. It seems this issue hasn't been resolved in the Zen+/400 series.
I've heard Corsair RAM isn't always the most stable these days. I just got memory issues and now I'm experiencing the same problems you mentioned.
It's strange since the Corsair RAM was listed as compatible, but it came with an 8GB ADATA module that didn't fit. Both the 2400MHz specs don't match what it should work with.
Have you used the CPU on another board? It's conceivable the CPU is malfunctioning. There are strong concerns about three consecutive motherboards failing (though this isn't unlikely, it's extremely improbable.)
If you're referring to a board design, note that the CPU functioned previously but stopped working once it became dead. Having multiple boards of the same type won't support a failed CPU.
I’m going to need a different CPU probably, it’s weird how things behave with a new graphics card and this is where I’m not sure.
